Tell the ABCB how it can make compliance simpler

The Australian Building Codes Board (ABCB) recently released the findings of its 2026 National Construction Code (NCC) user survey. Now it wants ideas from industry on simplifying the code.

A clear message that came through in the survey was NCC users want a simpler pathway to compliance. That doesn’t mean they are asking for less robust requirements, but it does mean changing how those requirements are expressed.

Three major needs were a recurring theme: users want to be able to find requirements faster; interpret them with less ambiguity; and apply them with greater confidence.

There were 474 respondents in total, with the three largest user cohorts comprising design and technical (169 respondents), construction and delivery (116 respondents) and regulatory assistance (110 respondents).

Key improvements users said they would value are:

  • Better search
  • More guidance
  • Worked examples
  • Improved navigation
  • Clearer language
  • Better change information.

The ABCB has now commenced consultation on which provisions could be simplified. It wants feedback on which specific NCC provisions, clauses or requirements are difficult to interpret, understand or apply in practice.

It is also asking NCC users to provide examples of commonly used Performance Solutions that could be adopted nationally through the NCC.

This aligns with Reform Directions 4 and 5 in the NCC Modernisation Project Interim Report released in April 2026. The aim of these is to encourage innovation and the adoption of new products, technologies and construction methods, and reduce the cost and complexity of demonstrating Performance Solution compliance.
