The Victorian Department of Environment, Land, Water and Planning (DELWP) is inviting HVAC&R companies to express their interest in becoming registered suppliers for the Home Heating and Cooling Upgrades program.

The Home Heating and Cooling Upgrades (HHCU) program has the goal of helping 250,000 low-income and vulnerable households improve their thermal comfort by offering rebates to upgrade gas, electric and wood heaters with energy-efficient reverse-cycle split systems.

The Department is seeking qualified suppliers to form an HHCU supplier panel that will provide end-to-end sales and installation services for reverse-cycle air conditioners in accordance with the conditions of the expression of interest (EOI). The full details of the EOI, including the submission requirements, are available on Buying for Victoria under EOI reference number T2001-0254.

Approved suppliers to the HHCU Supplier Panel will provide an end-to-end service and ensure appropriate licencing of retailers and installers, consumer protections and work quality. Service will entail the installation of new split system in accordance with program requirements, the decommissioning of old systems, and undertaking of switchboard upgrades (if applicable).

An online tender briefing was held on June 23 to outline the process for becoming an approved supplier. Prospective suppliers can view the recording here.

For more information on the program, including eligibility criteria and the Approved Product List, please refer to the EOI as published on Buying for Victoria.

The EOI closes at 2pm (AEST) on Thursday, July 1, 2021.
