New incentives for energy efficient cold rooms

The Department of Environment, Land, Water and Planning (DELWP) has published the Victorian Energy Efficiency Target Amendment (Cold room) Regulations 2021 and the Victorian Energy Upgrades (VEU) Specifications 2018 Version 10.0.

The Victorian Energy Upgrades program sets state-wide targets to help reduce greenhouse gas emissions and offer businesses and households access to discounted energy-efficient products and services.

In early 2021, the AIRAH DA12 Energy Efficiency in Cold Rooms steering committee identified that information failure, split incentive and least cost purchasing are the primary reasons for energy waste in the walk-in cold room sector.

DELWP has created a new activity under the VEU to help industry upgrade their cold rooms. The proposed activities include:

ActivityProduct to be installed
43AElectronic expansion valve and superheat controller into a refrigeration system
43B(i)A refrigeration system that includes at least three of the parts specified under Part 43 of the VEU Specifications
43B(ii)A refrigeration system that includes at a minimum all of the five parts specified under Part 43 of the VEU Specifications

Organisations can now apply to become accredited for this activity. To be eligible, the upgrade must be undertaken in a business/non-residential premises and for a room or structure where goods are stored at temperatures below 7°C.

VEU is also seeking feedback from stakeholders to further refine any requirements.
