CBOS testing the waters for HVAC&R licensing
Tasmania’s Consumer, Building and Occupational Services (CBOS) is running a survey seeking industry insight into the risks faced by HVAC&R trades and how regulatory oversight could help mitigate these risks.

The survey comes on the back of discussions about licensing between the Tasmanian government and industry associations including AIRAH, AMCA and NECA, as well as the TRAC group of Tasmanian HVAC&R professionals.
Currently, Tasmania does not have a licensing framework for air conditioning and refrigeration work – and many believe one is required.
“From our meetings with contractors and technicians earlier this year, we confirmed strong support for a licensing system that would recognise and strengthen the trade,” says AIRAH Advocacy and Policy Manager Mark Vender.
“Following on from this, we have approached the regulator about establishing a framework for HVAC&R licensing in Tasmania that is aligned and builds on the systems developed in other states. We believe there is an opportunity to make it the best model in Australia.”


CBOS indicated that it is open to exploring the idea and has committed to forming a working group.
The survey is intended for industry to provide CBOS with information about risks associated with current HVAC&R practices within Tasmania. The feedback will be used to determine whether an HVAC&R occupational licence and corresponding regulation can reduce these risks. Personal information within the questionnaire is optional, however, the trade occupation of the participant is a mandatory field.
“We encourage those in the industry to respond to the survey,” says Vender. “Industry bodies have flagged the need and the desire for a licensing system. It’s vital that CBOS hears directly from those in the field too.”
The survey will be open until October 31, 2025.
