New CEO for Clean Energy Regulator

Minister for Climate Change and Energy, Chris Bowen, has announced Tony Chappel as the new Chief Executive Officer and Chair of the Clean Energy Regulator (CER).

Chappel has most recently been CEO of the New South Wales Environment Protection Authority (EPA), a role he held since 2022. He also has a significant track record in the energy sector, previously holding the position of Executive General Manager, Corporate Affairs, at the Australian Energy Market Operator (AEMO).

In addition, he has experience across finance, governance and corporate law, and holds a Master of Environmental Change and Management from the University of Oxford.

“Mr Chappel’s appointment comes at a pivotal time, with the Clean Energy Regulator’s work central to Australia’s energy transformation and progress towards net zero,” Minister Bowen said in the media announcement.

“He brings extensive experience leading statutory regulatory organisations, with a proven track record in governance, compliance and enforcement across complex operating environments including as CEO of the NSW EPA.

“The CER plays a critical role in delivering Australia’s clean energy transition, and Mr Chappel’s expertise and leadership will help ensure it continues to deliver Australia’s key climate and renewable energy programs with integrity.”

Chappel succeeds David Parker, who had led the organisation since 2017, administering key climate and energy programs including reforms to the Safeguard Mechanism, the Australian Carbon Credit Unit Scheme and the recent Cheaper Home Batteries program.

“Over nearly a decade of service, David Parker has overseen one of the most significant periods of reform in Australia’s climate policy, and I thank him for his dedication and public service,” Bowen said.

Schemes currently administered by the CER that have relevance for the HVAC&R sector and its stakeholders include the Renewable Energy Target (RET), which incorporates assessing the eligibility of equipment such as air source heat pumps for certificates under the small-scale technology (SRES) component of the RET.

It also administers the National Greenhouse and Energy Reporting Scheme, the Safeguard Mechanism, the Product Guarantee of Origin Scheme and the new Nature Repair Market Scheme.
