New restrictions for multi-head splits and VRF systems
From July 1, 2025, Australia is implementing a general ban on the import and manufacture of multi-head split and VRF systems that use refrigerant with a global warming potential (GWP) over 750 and have a refrigerant charge of 2.6kg or less.

The change represents the second stage of restrictions started in July 2024. The measures have been put in place to support Australia’s HFC phase-down by curtailing the use of R410A, which has a GWP 2088.
Under the ban, equipment import licence (EQPL) holders will no longer be able to import outdoor units for multi-head split air conditioning systems, including units for variable refrigerant flow systems, designed to use refrigerant over 750 GWP. This will apply even if the equipment is imported without refrigerant.
The ban will apply to equipment:
- With up to a 2.6 kg refrigerant charge (per the compliance/rating plate)
- Primarily designed for cooling, heating, or both heating and cooling a stationary space for human comfort.
The ban will not apply to similar air conditioning equipment that is for mobile applications such as caravans and boats or for use in electrical enclosures and computer rooms.
Existing equipment will not be affected. Equipment imported or manufactured before July 1 2025 may be sold after that date.
Licences may be granted for the import or manufacture of banned equipment in limited circumstances if certain criteria apply, for example, if the equipment is essential for medical, veterinary, defence, industrial safety, public safety, scientific, testing or monitoring purposes or laboratory and analytical uses, and there no practical alternative refrigerant is available. The ban will not apply to equipment imported under exemptions from licence requirements.
